This Guide will Not only fix the touch issues but will also root the device. lets start.

Make sure FRP is off [Remove Google Account]

Use otg cable to connect mouse

And enable unlock OEM (Settings>about>software version>build number tap 7 times>go back to developers option >enable oem lock)

NOTE: If u can't find OEM option see this Guide HERE 

Enable usb debugginng

Flash TWRP and boot in RECOVERY{While flashing hold vol + home key and Power}

Click on Wipe=>format data=> type yes

 
Then go back

Click on Mount, tick system

Then Copy J730G_Fix_Touch[Gurusmind.com].zip to SDcard or Phone Memory

Go back

click Install:

then select J730G_Fix_Touch[Gurusmind.com].zip

Reboot system.

Success
